Rockford Public Schools leverages state-of-the-art digital tech to fulfill their mission to collaboratively engage all their students in a world-class education
The transformative power of strategic technology integration isn’t just about deploying the latest gadgets or upgrading IT infrastructure. It’s fundamentally reimagining the role of technology and how it enhances educational equity engagement and student outcomes, and thoughtfully integrating technology into the educational ecosystem.
The Rockford Public School District (RPS205) is the third-largest school district in Illinois, serving about 28,000 elementary, middle, high school, and early childhood learners, 68.3% of whom are identified as low-income by the Illinois Report Card. RPS205 caters to a wide range of needs from traditional academic programs and accelerated pre-college instruction to special education.
RPS205 equips students with the digital literacy skills and the adaptive learning abilities needed for success in a tech-centric world. “We're preparing students for whatever career path they choose,” said Jason Barthel, the district’s CIO. “We deliver an educational experience a little bit differently here and it’s really innovative. We use technology and different methods to provide a holistic educational experience.”
Barthel’s responsibilities extend beyond the traditional scope of IT. His purview includes IT strategy and technology infrastructure as well as educational technology and upholding RPS205’s educational mission. He is also active in physical security, managing the district’s security services department including staff, technology, training, and drills. “That goal is to provide and foster an environment where technology enhances learning outcomes and the overall safety of their schools and students,” he said.
Digitalization provides the tools and platforms to support personalized learning experiences. “We're doing very cool things like gamification and VR,” he said. “Some of the collaborative learning that has come along with that has been awesome. From an operational perspective, we've done a really good job at streamlining administrative tasks such as attendance tracking and grading.” In addition, the district’s one-on-one device program provides every student with a Chromebook or iPad to ensure full access to class materials.
The 60-person IT tech team is taking a comprehensive approach to the transformation on both the educational and administrative sides, increasing operational efficiency as well as student outcomes. Areas of focus include upgrading their IT infrastructure to a hyper-converged infrastructure and providing high-speed internet connectivity.
RPS205 has invested significantly in cloud services to gain flexibility and scalability. “We work through several internet service providers, and we've worked closely with Cisco for our wireless network upgrades,” he said. “With 28,000 students each using a device across the district plus 5,000 employees on top of it, we need to be able to support that.”
When Barthel started in 2018, the district didn’t have an educational technology department at all. “We now have a small but mighty team of three supporting that work. The core of their work is to integrate technology into the curriculum and instruction and empower teachers to deliver content using those digital means to the students and see success out of that.”
As RPS205 narrows the digital divide for students and ensures equal opportunities to learn and succeed, there is an enhanced digital curriculum piece as well. “We work hard to change old thinking that curriculum and instruction are separate and distinct from technology. That must be harmonized,” Barthel exhorted. “It’s the success of the digital transformation and providing top-tier professional development through educational technology for our teachers.”
One of the project’s biggest focuses is on reliability and continuity of services. “Building that redundancy and the hyper-converged infrastructure, is the heart of our district IT operations with our servers, storage, and network infrastructure,” he said.
At present, they are working with hybrid multi-cloud platform innovator Nutanix to support the district’s growing digital demands. “From what they're telling us, we're one of the very few school districts in the nation that have moved our entire infrastructure from what we're currently doing into a hyper-converged solution like this,” he reported.
“We're excited about our hyper-converged infrastructure and the oncoming of AI. We've had a lot of discussion on AI policy because we need to embrace it.” The district is building a new data center to support the evolution, and Barthel expects its impact on education to be massive. “One of our goals is 99.99% availability of our systems 24/7 365, and when we're not meeting that there’s an impact on instructional time,” he said. Lost instructional time adds up, preventing students from getting the most out of class time.
Should there be a failure or outage, the new infrastructure gets the system back up and running to their secondary collocated site in 15 minutes. “We're able to provide that enhanced learning experience because of that robust digital infrastructure without missing a beat, and we're also able to provide additional multimedia resources in the classroom so teachers can continue to deliver that instruction and correlate it to the digital side.”
Security technology is a key aspect of the transformation, essential for keeping students safe both digitally and physically in RPS205’s learning environments. “As a student, you want to be able to come into a school and focus on education without worrying if you're safe in your buildings or not,” he stressed.
On the operational side, robust IT security measures and site security is also paramount. Faced with handling remote learning and its potential risks in the early days of the pandemic, the district worked to secure the remote learning environment. The IT team had been overseeing server security and IT security teams in addition to a number of other responsibilities, so Barthel created another department dedicated to IT security.
RPS205 provides AVI SMART boards in their classrooms. SMART suite tools enable teachers to connect with students and empower students to digitally interact with the curriculum. “We have software and hardware from LU Interactive, provided through AVI, for students to interact with a huge interactive display on a wall or on a floor and be able participate in gym classes regardless of physical ability.”
The creation of a resilient, flexible, and efficient digital educational environment has improved day-to-day educational experiences and outcomes, including an increased graduation rate. Student success and achievements have been improving year by year as a result.
